Initiative Petitions
A look at the legal mechanics, jurisprudence and salient issues
regarding initiative petitions. This panel discussion will examine
some of the policy implications of "legislation by referendum" and
Massachusetts' recent experience with referendums, in addition to
the legal issues raised.
- Public Protests and Demonstrations
A discussion of practical and legal steps community
representatives can take to balance public order and safety with
the protection of rights of free speech and assembly.
