The Fifth Annual Public Law Conference will update attorneys representing
state agencies and municipalities on the latest developments in public
law. Attendees will hear from the Division of Open Government, Office of
the Attorney General, on issues arising from implementation of the Open Meeting
Law, the state Operational Service Division on new developments in public
procurement at both the state and local level, and the Public Records Division,
Office of the Secretary of State, on new record retention requirements for state
and local agencies. Attendees will also be able to able to
attend breakout sessions on the following topics: (1) E-discovery and
governmental entities, (2) Challenges unique to representation of government
clients, and (3) Permit Extension Act and other developments at the Department
of Environmental Protection.
Participants will learn about:
- Emerging issues in implementation of revised Open Meeting Law;
- Executive Order No. 533 and other new developments in public procurement
at the state and local level;
- New record retention requirements for state and local agencies and
management of electronic records;
- Proposed amendments to Massachusetts Rules of Civil Procedure regarding
e-discovery and their impact on litigation with government parties;
- Representing government clients – who is the client and other dilemmas;
and
- Permit Extension Act and recent or future Department of Environmental
Protection initiatives.
The keynote speaker is Mark A. Reilly, Esq., chief legal counsel to Gov.
Deval Patrick.
