The guest speaker
for this open meeting will be REECE ERLICHMAN, Director of the Bureau of Special
Education Appeals (BSEA), an independent subdivision of the Division of
Administrative law Appeals.
Director Erlichman's presentation will include:
an overview of the BSEA;
a brief description
of both the voluntary dispute resolution options offered by the BSEA
(facilitated IEP TEAM meetings; mediations; advisory opinions; settlement
conferences) and the due process hearing; fiscal year 2012 BSEA statistics
(number of rejected IEPs received, number of mediations held, number of mediated
agreements reached, number of hearing requests received, number of hearings held
, and interface between
representation and prevailing party status); and “helpful hints” from hearing officers.
Questions are encouraged throughout the
presentation.
After graduating
from Boston University School of Law and a brief period in private practice, Ms.
Erlichman began her long tenure with the BSEA, serving in a variety of
capacities including Mediator, Hearing Officer (a position which she held for
over twenty years), Assistant Director and most recently, Director.
She interrupted her service at the BSEA for a period of two
years (2000-2002) to serve as Senior Program Director for Special Education
Litigation for Boston Public Schools.
